Election Day is Here – Final Predictions

Today is Election Day, and this long 2014 voting cycle will now finally conclude. When the votes are finally counted, it is probable that the Republicans will gain a significant majority in the Senate and expand their controlling position in the House. But, the governors’ races could yield a much different story.

Senate

As reported yesterday, all indications suggest that the Republicans will score enough conversion victories to assume majority control in the Senate. It appears the GOP will win enough victories to claim 52 seats and it’s possible their total will go higher, maybe even to 53 or even 54 states.

Three races in Kansas (Sen. Pat Roberts), North Carolina (Sen. Kay Hagan), and New Hampshire (Sen. Jeanne Shaheen) appear to be the closest contests. The Republicans winning any two of this group would secure 54 seats for the party, assuming a run-off in Louisiana eventually goes the GOP’s way, as does Georgia, though chances of Republican David Perdue winning outright tonight have greatly improved.

First General Polls from Georgia; A Look at Nebraska, New York House Races

Georgia Senate

The first two Georgia Senate general election polls have been released, and it’s not particularly surprising that we already have a conflict. The Peach State campaign has already witnessed more than its fair share of controversy and surprise happenings. Now two pollsters, Rasmussen Reports and Landmark Communications, surveyed the electorate immediately after the July 22nd Republican run-off election and found very different results.

Rasmussen Reports (July 23-24; 750 registered Georgia voters) began polling the day after businessman David Perdue scored an upset win over Rep. Jack Kingston (R-GA-1) in the Republican run-off. The firm finds the new GOP nominee leading Democrat Michelle Nunn 46-40 percent, at least one point beyond the polling margin of error.

But, Landmark Communications, in data released on July 25 (also 750 registered Georgia voters), finds Nunn claiming a four-point advantage, 47-43 percent. This

Nebraska, West Virginia Slates Set

The Tea Party and conservative organizations such as the Club for Growth struck gold in the Nebraska Senate primary last night as Midland University president Ben Sasse easily won the GOP nomination to succeed retiring Sen. Mike Johanns (R). The late polling that predicted Sasse pulling away and early front-runner Shane Osborn, the military veteran and former state treasurer, falling all the way to third place proved precisely accurate. Making a charge at the end that was blunted by outside group attack ads in the closing days was wealthy banker and first-time candidate Sid Dinsdale.

Sasse impressively earned 50 percent of the votes, followed by Dinsdale’s distant second-place finish with 22 percent, and Osborn’s 21 percent. Sasse now becomes the overwhelming favorite to win the general election against attorney David Domina, who won the Democratic nomination with two-thirds of the vote.

Dems Eye House Takeover

Considering the events of the past few weeks, Democrats are now buoyed over their improved chances of wresting the House majority away from the Republicans next year. Most of the early election cycle analysis has been about the Republicans’ chances in the Senate, but the Democrat’s offensive in district elections certainly deserves further attention.

First, a series of MoveOn.org government shutdown polls in Republican-held congressional districts, 61 to be exact, showed most of those particular GOP incumbents to be already trailing a generic Democrat candidate.

Second, the death of Rep. Bill Young (R-FL-13) opens one of 16 seats that in 2012 voted both for President Obama and a Republican congressman. The special election format could further aid the Democrats in their quest to win this seat.

Third, the surprise retirement announcement from sophomore Rep. Tim Griffin (R-AR-2) puts a “Lean Republican” seat into play that had previously elected a Democrat in every term since 1982, consecutively, until the current incumbent won in 2010.

Fourth, the Democratic Party leaders report that their House candidate recruitment has substantially improved.

Though the cumulative effect of these recent events has, at least for the short term, improved the Democrat’s prospects, substantial hurdles remain to be overcome if they are to gain the net 17 seats needed to claim a one-seat majority.

The Dems’ top impediment is the small number of open seats (20), which feature only four currently competitive Republican incumbent-less seats. Therefore, the number of realistic conversion opportunities is modest. In the last cycle, by comparison, the number of open seats was a huge 62.

Second, the Democrats must defend at least 18 of their own seats where Republicans themselves have strong, or relatively strong, conversion opportunities. Realistically, the Dems will have to sweep this category to have any real chance of regaining chamber control.

Chafee Changes in RI; Fortenberry Stays in Nebraska

Rhode Island Gov. Lincoln Chafee has come full circle. The son of former governor and senator John Chafee (R), Lincoln, then the Republican mayor of Warwick, RI, was appointed to the US Senate succeeding his late father in 1999. He then won election to a full term in 2000, but began straying further and further to the left through the first six years of the George W. Bush administration.

In the anti-Republican year of 2006, Sen. Chafee was turned out of office in this most Democratic of states at the hands of former Rhode Island Attorney General Sheldon Whitehouse (D). Embittered by his defeat and some Bush Administration policy directives such as the Iraq War, Chafee left the Republican Party and became an Independent. Returning to run in a three-way race for the open governor’s seat in 2010, Chafee made his comeback successful, becoming the only Independent elected to a gubernatorial post in that particular election year.

Yesterday, Gov. Chafee completed his conversion to the Democratic Party by officially registering as a member. He did this for purely political reasons, thinking the action would bolster his desperate re-election chances. Chafee’s approval ratings are arguably the worst in the nation. Nate Sliver’s 538 website (May 28 data table) recently gathered job approval scores for 41 governors who are measured in 2013 public polling data. Of the 41, Gov. Chafee placed dead last, scoring a miserable 26:69 percent favorable to unfavorable ratio.

Chafee has never been known as one who executes brilliant political moves, and this action may actually make his re-election even more difficult. The first primary election before the new electorate is always the most tenuous for a party-switcher and already two major Democratic office holders appear poised to enter the gubernatorial campaign. It is unlikely that Chafee now joining the Democratic Party will dissuade either state Treasurer Gina Raimondo or Providence Mayor Angel Taveras from running against him.

Nebraska Sen. Johanns to Retire

In a surprising announcement, first-term Nebraska Sen. Mike Johanns (R), announced yesterday that he will not seek re-election next year. Johanns, a former US Agriculture Secretary, two-term Nebraska governor, mayor, and county commissioner was elected to the Senate in 2008, defeating rancher Scott Kleeb 58-40 percent.

Sen. Johanns appeared to be a lock for a second term, but says he and his wife’s desire to return to “a quieter life” after what will be 32 years in public office at the end of this Congress is what drives his decision.

The seat should easily remain in Republican hands because the Democrats have a weak political bench in the Cornhusker State. With their best possible candidate, former Sen. Bob Kerrey, losing badly to freshman Sen. Deb Fischer (42-58 percent) last November in what was a clear Democratic year nationally, the party leaders and candidates will have a difficult time reaching the realm of competitiveness in 2014.

On the Republican side, the early speculation surrounds popular term-limited Gov. Dave Heineman. Clearly, he would be the party’s strongest candidate should he make the run.

If the governor takes a pass on the race, then look for one or more of the state’s three congressmen to take the leap. Rep. Jeff Fortenberry (R-NE-1) and Rep. Adrian Smith (R-NE-3) are more likely to run than 2nd District Rep. Lee Terry (R).
