The Conflicting Trends

Though we spend a great deal of time writing about and analyzing polls, it is important to remember that even though individual ballot test data is helpful and allows us to gauge campaign trends, the isolated individual polls themselves can be misleading. Today’s examples coming from Nevada and Ohio are a case in point. In both states, polls conducted during the same sampling period are producing considerably different results.

In Nevada, Public Policy Polling (Sept. 18-20; 501 likely Nevada voters) and Public Opinion Strategies (Sept. 19-20; 500 likely Nevada voters) can’t even agree on which Senatorial candidate is leading the race. A similar range conflict is found in the Ohio Senate race between Gravis Marketing (Sept. 21-22; 594 likely Ohio voters) and the Washington Post (Sept. 19-23; 759 likely Ohio voters), though the incumbent, Sen. Sherrod Brown (D), leads in both studies.

Looking at the Silver State, PPP projects Democrat Shelley Berkley to have a 48-44 percent lead over appointed Sen. Dean Heller (R). But POS is posting Heller to the opposite position, as they show the Senator topping Berkley 44-39 percent. Among the Buckeye State likely voters (the Washington Post poll provides separate results for their larger sampling universe of 934 registered voters and the whittled down cell segment of 759 likely voters), the WP Poll gives Sen. Brown a substantial 51-43 percent advantage, while Gravis sees only a one-point difference (Brown over state Treasurer Josh Mandel (R) 44-43 percent) between the two candidates.

Examining the aggregate for all four polls, the net swing in Nevada is D minus 7 points from PPP to POS, while both show the same level of support for Republican Heller (44%). Interestingly, the Gravis and Washington Post Ohio polls reveal a similar effect. While Democrat Brown swings seven points between the two surveys, Republican Mandel scores the same level of support in both, 43 percent.

The presidential numbers in both states also show similar divisions. PPP gives President Obama a 52-43 percent lead over Mitt Romney in Nevada, while POS shows the two candidates tied at 46 percent. In this case, PPP is six points higher for the Democratic candidate and three points lower for the Republican for a net swing of nine points. In Ohio, the Washington Post gives Mr. Obama a 52-44 percent edge among likely voters while Gravis Marketing projects only a one-point 45-44 percent margin in the President’s favor. Again, the two polls detect the same level of support for the Republican candidate, but vary rather substantially (once more, a difference of seven points) for the Democratic contender.

All four of these polls are live interview surveys, as compared to those using the Interactive Voice Response method, so these studies are all in the “apples to apples” comparison category. All are making their own unpublished determination as to what they define as a “likely voter.” The pollsters weight the responses to mirror the state’s population and voter registration and preference history but don’t reveal their particular weighting equations. And, clearly, this distinction is key in relation to the Democratic scale because the Republican numbers among these various studies remains constant, or virtually constant (GOP presidential number in Nevada is different).

What does this tell us? Again, looking beyond the original ballot test numbers, we are seeing clear variance, particularly on the Democratic side. This is more than likely the result of the particular pollster’s sample selection, weighting equation, and likely voter determination while, of course remembering that all polls are a mere snap shot in time of a very small group of people. This is why contrasting multiple polls to obtain a picture of a particular campaign is so important, because the comparison tells a much different story than looking at any one of these polls individually.

Throughout this election cycle, pollsters have been detecting an electorate that is inconsistent and can abruptly swing. The polls we compare today certainly continue to show such characteristics. This means, to a large extent, that we are flying blind into Election Day, and that the final determining factors either haven’t yet happened or are not fully cemented.

Tester, Heller Rebound in Montana and Nevada

Just-released polling data is bringing good news for two western senators. After trailing at-large Rep. Denny Rehberg (R-MT) by 2-3 points consistently since last June, Democratic Sen. Jon Tester has clawed back into the Montana campaign lead according to Public Policy Polling. The survey of 934 Montana voters over the April 26-29 period gives the senator a 48-43 percent advantage over the GOP congressman.

This is obviously a positive result for Tester, a first-term senator who defeated incumbent Conrad Burns (R) by the closest statewide margin in the country six years ago – a difference of 2,847 votes. The timing of the poll compliments a new media push from Tester that features light, humorous commercials designed to promote a positive image. One of the ads plays upon Tester’s habit of bringing his own Montana steaks back with him to Washington. The ad shows Tester sending the steaks through the airport metal detectors and ends with the senator’s wife cooking him a meal in their Montana home. The theme of the ad reinforces Tester’s strategic point that the senator has not “gone Washington.”

It is not uncommon for a series of ads, particularly well-done, positive spots that are unchallenged, to drive polling data. The five-point Tester lead represents a seven-point swing from PPP’s Nov. 28-30 study. Rehberg was ahead 47-45 percent in the previous poll, meaning he has dropped four points while the senator gained three.

Turning to the southwest, in the similarly close Nevada senatorial contest between appointed Sen. Dean Heller (R) and Rep. Shelley Berkley (D-NV-1), Rasmussen Reports gives Heller his strongest showing of the cycle, a 51-40 percent spread against Ms. Berkley, as shown in their new April 30 poll (500 likely Nevada voters).

This is the third consecutive poll to show Sen. Heller with the advantage. He was up 46-43 percent in Public Policy Polling’s March 29-April 1 survey and 47-40 percent in Rasmussen’s March 19 study. Prior to March, Heller last led in data recorded in July 2011.

Nevada, unlike Montana, will be a presidential battleground state with an unstable electorate. Despite being the fastest growing state during the last decade (35 percent real growth rate), poor economic conditions have led to somewhat of an exodus from Nevada. How this will affect 2012 politics is open to question. Therefore, the presidential race’s progression and its effect on the turnout drive will have a lot to say about the final Senate results.

In the end, these two small states, Montana and Nevada, could be determining factors in deciding which party controls the Senate come 2013. The two highly competitive races will draw much national attention. The current volleys being traded among the candidates right now are only the beginning.

Conflicting Data in Nevada’s 2nd District Special Election

Two surveys covering the Sept. 13 special election in Nevada’s 2nd congressional district were just released, producing very different results. Magellan Strategies, polling for Americans for Prosperity, went into the field Aug. 15-16 (656 registered NV-2 voters via automated phone calls) and found Republican Mark Amodei to be leading Democrat Kate Marshall by a hefty 48-35 percent margin. Two days later, Public Policy Polling began testing 600 NV-2 voters, also with automated calls (Aug. 18-21), and found Amodei’s advantage to be only 43-42 percent.

One reason for the large swing is the make-up of the two polling samples. Magellan’s consisted of 48 percent registered Republicans, 38 percent Democrats, and 14 percent Independents. PPP’s included 41 percent Republican, 37 percent Democrat, and 22 percent Independent respondents. According to the latest registered voter statistics (July 2011), NV-2 Republican registration is 43.1 percent; Democrats post 35.4 percent; and Independents (American Independents, Greens, Libertarians, Non-Partisan, and Other are the choices in Nevada) capture 21.5 percent of the district’s voters. Therefore, the PPP sample draw is the more accurate of the two, though they slightly discounted the Republican number. Magellan has the right number of Democrats, but their Republican composition is seven points high while the Independent is seven points low. Notice that the two polls differ by about those same margins. Magellan’s results are five points higher for the Republican candidate and seven points lower for the Democrat than PPP’s.

Though the 2nd District, which touches all 17 of Nevada’s counties but has its population anchor in Reno and Carson City, was originally drawn as a Republican seat in the 2001 redistricting plan, it has strayed much closer to the Democrats as the decade progressed. In 2004, then-President George W. Bush scored a 57 percent victory here over John Kerry. Four years later, Barack Obama and John McCain fought to a 49 percent draw. On the congressional front, in the open seat race of 2006 when Dean Heller (R) defeated Jill Derby (D), the GOP scored a 50-45 percent win. Two years later the same candidates finished 52-41 percent in favor of incumbent Heller. In the 2010 Republican landslide election, without strong opposition, Rep. Heller’s re-election margin was 63-33 percent.

Expect the current special election to be close. Both candidates are now airing television ads and neither are timid about going negative. The National Republican Congressional Committee has already dropped approximately $400,000 into the race, but the Democratic Congressional Campaign Committee has yet to counter. Outside organizations for both sides are also expected to participate. In a special election, turnout is everything and the Democrats, as proven in the 2010 Senate campaign that re-elected Majority Leader Harry Reid 50-45% when polling was suggesting a different result, seem to have the superior ground apparatus.

The PPP data released the results of their long questionnaire and that produced interesting results too, mostly favoring the Republicans. Though Amodei’s favorability ratio is only 43:42 percent positive to negative, Marshall’s is 43:47 percent. President Obama’s job approval score is a weak 41:55 percent, and Reid’s is even worse at 39:56 percent. On the other hand, Republican Gov. Brian Sandoval posts a strong 55:32 percent score.

Testing former NV-2 Rep. Heller, who is now the state’s interim Senator running for a full term against Las Vegas Rep. Shelley Berkley (D-NV-1), his job approval number as a statewide federal official is 48:41 percent favorable to unfavorable, and he would defeat Berkley 52-40 percent in the current 2nd District if the US Senate vote were today.

The NV-2 special election is now kicking into high gear, and these combined polling results suggest a tough road for both candidates down the closing stretch. Waiting in the wings is Sharron Angle, the 2010 Republican Senatorial nominee who will enter the regular election in the new 2nd District, no matter what the final result of this campaign. Therefore, the new incumbent will face plenty of competition next year. The new 2nd District redistricting draw is expected to be very different from present. The Las Vegas portion of the district will no longer be included, as the new seat will be concentrated in Nevada’s northern sector. This plays right into Angle’s hands, so this current race merely begins what will likely be more than a year of steady political activity.

Senate Financials Tell Interesting Stories

The second quarter US Senate financial disclosure summaries are now available and in almost all cases, the incumbents have prepared adequately for their re-election campaigns. Obviously, the size of the state dictates the money range needed to run a viable effort, so the benchmark cash on hand figures differ greatly. All in-cycle incumbents have more than $1.5 million in assets with the exception of Sen. Joe Manchin (D-WV), who possesses $1.279 million. Massachusetts Sen. Scott Brown (R) has the most money in the bank, $9.628 million. The next closest cash on hand figure is Sen. Bill Nelson’s (D-FL) $6.057 million.

The only incumbent with less cash on hand than a challenger is Sen. Dean Heller (R-NV). Rep. Shelley Berkley (D-NV-1) has $2.476 million in her campaign account versus Heller’s $2.272 million. The comparison is a bit unfair, however, because Heller is an appointed incumbent, replacing the resigned Sen. John Ensign (R). Therefore, his Senate incumbency is short-lived and should not be measured comparably to the other in-cycle full-term Senators.

The Senate incumbents having the strongest fundraising cycle to date are Scott Brown ($3.739 million), Bill Nelson ($3.695 million), and Democrat New Jersey Sen. Bob Menendez ($3.581 million). The strongest open seat/challenger fundraisers are Ohio state Treasurer Josh Mandel (R), who still has yet to announce his Senate candidacy, Connecticut Rep. Chris Murphy (D-CT-5), who is seeking retiring Sen. Joe Lieberman’s (I) open seat, and Rep. Denny Rehberg (R-MT-AL) challenging one-term Sen. Jon Tester (D-MT). Mandel raised $2.339 million, Murphy $2.012 million, and Rehberg $1.964 million.

The fundraising and resource components provide some idea as to how competitive some of the projected close races might become. Sen. Nelson, for example, continues to prove he is in solid shape by every measuring instrument. His $6.057 million cash on hand is more than seven times as great as his closest financial opponent, GOP former interim Sen. George LeMieux. Sen. Ben Nelson (D-NE), commonly viewed as the most vulnerable incumbent seeking re-election, raised only $111,000 more than Attorney General Jon Bruning, but leads his chief Republican opponent $2.916 million to $1.265 million in the cash on hand category.

The competitive race that is proving to be the closest, at least in resources, is the Nevada Senate race. There Rep. Berkley shows $2.476 million compared with Sen. Heller’s $2.272 million cash on hand. This race could turn out to be the most hotly contested in the country. Nevada is a tight swing state, both candidates are equally well-known, and they both possess the same quantity of campaign resources. With turnout expected to be high in the presidential election year, the final wave will likely decide this campaign. The same can be said for the Virginia Senate race. There, former Sen. George Allen (R) has raised $2.615 million with $1.649 million on hand. Tim Kaine, the former governor and Democratic National Committee chairman, has raised a similar, but smaller, $2.266 million but has slightly more in the bank, $1.875 million.

As we know, finance tells only part of any political story, but no one denies that the dollar count is a highly important factor of any campaign effort.

Below is a link to a PDF spreadsheet containing the relevant financial numbers for all 33 Senate races being contested in 2012. The only state not recording any figures is Wisconsin. Sen. Herb Kohl (D) is retiring, and no one has yet formally declared their candidacy for the open seat.

Heller has Narrow Lead in Nevada

Public Policy Polling (April 21-24; 491 registered NV voters), surveying the Nevada electorate at the exact time Sen. John Ensign (R) announced he would resign his seat in early May, finds Rep. Dean Heller (R-NV-2) leading fellow Rep. Shelley Berkley (D-NV-1) 47-43 percent. Heller is the man most believe Gov. Brian Sandoval (R) will appoint to replace Ensign, thus providing him with incumbent status before the 2012 election. When answering whether the respondents would favor holding a special election to replace the senator or having Gov. Sandoval appoint an interim office holder as current law dictates, by a margin of 53-44 percent, the group prefers the election option.

The 4-point Heller lead over Berkley is a net 9-point improvement for the Democrats since the last PPP was conducted. In early January, Heller held a 51-38 percent edge over Berkley, who was, at that time, not an announced Senatorial candidate. The small 4-point edge is also a bit of a surprise when seeing both candidates’ favorability ratings. Heller scores a 43:29 percent favorable to unfavorable personal image response, while Berkley registers a less impressive 34:31 percent. Should Heller be appointed to the Senate, the polling data will undoubtedly change, perhaps drastically, over the course of the 17 months remaining before the next election, but it is unclear as to what extent. Therefore, we can again expect another very difficult Nevada campaign for both participants.

Nevada: A Potential GOP Quagmire

Though it appears that Rep. Dean Heller (R-NV-2) is the obvious choice to replace outgoing Sen. John Ensign (R), who will resign May 3rd, the selection will ignite a series of moves that could be troubling for Silver State Republicans. Heller, a three-term congressman from the rural district – Nevada currently has three CDs, two in the Las Vegas metropolitan area, and one, NV-2, that touches a corner of Clark County (Las Vegas) and encompasses the rest of the state – is already the consensus Senatorial candidate for the party to maintain the swing-state Senate seat in 2012.

But, it is Heller’s House seat that could become problematic for the GOP if the congressman immediately replaces Sen. Ensign. Under Nevada law, the state party central committees choose nominees in the event of vacancies, and not the electorate through a direct primary vote. The law, however, is a bit sketchy. It does allow for independents to qualify for the ballot in addition to the major party nominees, and Democratic Secretary of State Ross Miller says he will decide the particulars of gaining ballot access. Miller himself could become a candidate for a different office in 2012, too. He was considering the Senate race, but deferred to Rep. Shelley Berkley (D-NV-1), once she announced for the seat. Running for the US House, however, is a possibility for him because Nevada will have at least two open seats next year. So, it is conceivable his rulings for this special election could in some way affect his own short-term political plans.

Redistricting is yet another factor in this complicated situation. Because Nevada gains a new 4th district from reapportionment, the 2nd district will drastically change. Since the current Clark County population figure is only about 20,000 people short of qualifying for three complete CD’s, it is probable that none of the Vegas area will be in the new 2nd. But, the special general election will be run in the current 2nd, which does include a section of the metro area. Democrats control the legislature and will draw the initial congressional map, but Gov. Brian Sandoval, a Republican, will have veto power over whatever is eventually sent him. If the two sides deadlock, then a court will draw the new congressional and legislative maps. Should the process find its way to federal court, the most liberal 9th Circuit of the Federal District Courts will come into play, as Nevada sits in that particular region. Therefore, even eventual court action is unclear.

Already, Sharron Angle, the controversial 2010 US Senate nominee who lost to Majority Leader Harry Reid 44-50 percent, has announced that she will run for the 2nd congressional district in the regular 2012 election. Back in 2006, Mrs. Angle, then a state assemblywoman, lost the Republican congressional nomination to Heller by just 421 votes. She will not be chosen as the Republican nominee in the special election by the party structure, and Secretary of State Miller’s ballot access rulings could factor prominently into her decision as to whether or not to seek the seat in the special election. Ideally, from a Democratic Party perspective, Miller will want to make it easy for Angle to enter the race. She will be a strong Independent candidate and could split the vote to the Democratic nominee’s advantage.

Democrats looking at the political picture here will certainly want to do what they can to encourage an Angle candidacy, hoping for a similar result as what happened in the Senate race. It is important to note, however, that Angle did beat Sen. Reid in the 2nd district portion of the state, which is a sobering fact for Democratic partisans thinking they can take advantage of a fractured 2nd district GOP and steal a victory. With Democratic control in the legislature, however, the party leadership could definitely draw a new 2nd district that would help Angle win a GOP primary, especially if another Republican wins the special election, thus throwing the seat into further chaos in the 2012 regular campaign.

Events will begin to unfold quickly after Ensign officially leaves office and Heller secures the Senatorial appointment.

No matter what eventually happens here, many twists and turns can be expected before the final votes are cast.

Nevada Sen. Ensign to Resign; Heller Likely to be Appointed

Sen. John Ensign (R-NV), rocked with a sex and blackmail scandal that made winning re-election impossible, announced that he will resign his seat effective May 3rd. This will give newly elected Gov. Brian Sandoval (R) the opportunity of appointing a successor to serve until the next regular election in November 2012. All indications suggest that Sandoval will appoint Rep. Dean Heller (R-NV-2) as the interim senator. The congressman has already announced his intention to run for the open seat and has become the virtual consensus Republican candidate. Sandoval endorsed Heller for the seat long before it became known that Ensign would not serve the balance of his term.

Appointing Heller would give him incumbency advantage for the 17 months prior to the election. This will undoubtedly help him raise money; though, as a consensus candidate in a competitive U.S. Senate race, money would likely not have been an obstacle. One key difference, however: Upon appointment, Heller will be treated as an incumbent by the National Republican Senatorial Committee, thus making their involvement much easier than if the race happens to evolve into a contested primary. The party and institutional financial backing should give Heller an added boost in the general election as he will square-off with Las Vegas Rep. Shelley Berkley (D-NV-1). Last week Berkley made official her entry into the Senate race.

Nevada, the fastest growing U.S. state during the past decade (35 percent growth over the 10-year period; the national average was 9.7 percent) is a changing region. Previously, a place that leaned more Republican than Democrat, Nevada is now the quintessential swing state. While Senate Majority Leader Harry Reid was re-elected 50-45 percent in a very difficult campaign, Sandoval was simultaneously out-distancing Reid’s son, Rory, in the governor’s race, 53-42 percent. Freshman Rep. Dina Titus (D-NV-3) was also turned out of office by current Rep. Joe Heck (R-NV-3) in the seat that has become the most over-populated congressional district in the nation, housing over one million inhabitants. The strong growth rate awarded the state a new congressional seat, the third consecutive decade such as happened. In 2008, Pres. Obama carried the state over John McCain by a lopsided 55-43 percent mark. Four years earlier, then-President Bush outpaced John Kerry here 50-48 percent.

Thus, the stage is set for another close election, and an incumbency advantage for Heller could be just the impetus he needs to cross the political finish line first.

But, appointing Mr. Heller could cause further controversy at the U.S. House level. Heller actually vacating his congressional seat to finish Ensign’s term, means a special election will be held in NV-2 later this year. Sharron Angle, the Tea Party activist who won the GOP Senate nomination but came up short against Sen. Reid, has already announced that she will run for the open seat in 2012. A special election would hasten the political clock and she will undoubtedly enter the early contest, with a strong chance of winning a split primary. In 2006, when Heller was first elected, Angle only lost the Republican primary to him by 421 votes (39.5 – 39.3 percent). In a crowded field of candidates, which will likely occur, securing a base of +35 percent likely means winning the nomination, and she has previously done better in this very territory. The 2nd district touches a small part of Clark County (Las Vegas), and then occupies the rest of the state, including Angle’s power base of Washoe County (Reno).

In a way, the special election might actually hinder Angle’s chances of winning the primary. In a redrawn 2nd district, the seat will likely lose it’s Clark County portion, a place where Angle performed 11 percentage points under Heller in 2006. But, the special election will occur in the current 2nd district. Originally drawn as a safe Republican seat, the 2nd has become marginal. In fact, Heller only scored a 50-45 percent win over Nevada Democratic Party chair Jill Derby in ’06, followed with a closer-than-expected 52-41 percent victory two years later against the same opponent. Derby may again become a candidate, and could be strong in a special general election particularly if Angle wins the Republican nomination.

It appears evident that Nevadans are headed for another lively and potentially bitter election cycle yet again, and one that will almost assuredly begin early.

Calif. Special Election Called; Ron Klein, Dean Heller In

California Gov. Jerry Brown (D) has called the special election to replace former Rep. Jane Harman (D-CA-36) who resigned at the end of February. The “jungle” primary will be held on May 17 with the general election, if necessary, on July 12. This will be the first test of California’s new election law that allows members of the same party to square-off in a general election. Before, the top vote-getter from each party qualified for the main election. In a special vote, a run-off election is only required if no candidate receives an absolute majority.

In the CA-36 situation, the run-off is a virtual certainty. The two top Democrats, Los Angeles City Councilwoman Janice Hahn and Secretary of State Debra Bowen, are the favorites to qualify for the special general. Republicans are fielding several candidates, but Hahn and Bowen have the name familiarity to punch through a crowded field. The district is overwhelmingly Democratic, so it would be surprising to see anyone but the two most well-known Dems qualify for the run-off election. The nation’s other special congressional election, with nominees chosen by party caucus, is in NY-26, and will be held May 24. Republicans, in the person of Assemblywoman Jane Corwin, are likely to hold this position.

In Florida, it appears that defeated Rep. Ron Klein (D-FL-22) will not seek a re-match with Rep. Allen West (R), as reports are surfacing that Klein will soon announce the acceptance of a lobbying firm position. Klein was first elected in 2006, defeating then-Rep. E. Clay Shaw (R). He was subsequently re-elected in 2008, beating West, but went down 46-54% in the re-match. This south Florida district will be drastically reconfigured in redistricting. The GOP map drawers will need to give West an influx of Republicans since his seat is marginal. It is the only congressional district held by a Republican in both 2004 and 2000, in which President George W. Bush did not perform better. It’s long, craggy north to south design from West Palm Beach into greater Broward County will likely be re-set into a more traditional layout.

In Nevada, Rep. Dean Heller (R-NV-2) made official his plan to run for Sen. John Ensign’s (R) open seat. Heller will be the favorite for the Republican nomination. No Democrat has yet stepped forward to announce his or her candidacy, but Rep. Shelley Berkley (D-NV-1) says she will make her decision about a Senate race by early summer. Attorney General Catherine Cortez Masto and Secretary of State Ross Miller are waiting for the congresswoman to make a decision, but could find themselves entering the race. With Nevada becoming an ever more marginal state and Pres. Obama on the general election ballot in a place he carried 55-43% in 2008, the eventual Democratic nominee will be highly competitive.

Heller vacating the 2nd district, currently a decidedly Republican district that touches all 17 of the state’s counties, will mean a free-for-all occurs in the succeeding primary. Already GOP state chairman Mark Amodei, a former state senator who briefly ran for US Senate in early 2010 before dropping out, says he will run for Congress. Sharron Angle, who became the GOP Senatorial nominee against Majority Leader Harry Reid because of strong Tea Party support, could run here, or against Heller statewide. Angle lost a close congressional primary to Heller back in 2006 before running for Senate in 2010. Depending upon the shape of the re-draw, former Rep. Jon Porter (R-NV-3) is also someone who could jump into such a crowded primary with the ability to do well.

Democrats could find themselves in a similar position if Berkley vacates the safe, Las Vegas-based 1st district. Expect a major Democratic primary there if she decides to run statewide, which could be one reason Masto and Miller are both waiting to see what she does. If districts 1 and 2 are open, and with the state gaining a 4th district, Nevada could see three open seat congressional campaigns next year. Adding the fact that Rep. Joe Heck’s (R) 3rd district already has over 1 million inhabitants, the entire Nevada congressional map could easily be re-crafted.

The Silver State is very important in national redistricting and could become even more if the multiple vacancies actually occur.

Senate Contests Already Taking Shape

With announcements from senators Daniel Akaka (D-HI) and John Ensign (R-NV) earlier this week that they will retire at the end of the current term, becoming the seventh and eighth such in-cycle senators to do so, it’s time to re-cap who is jockeying for position to succeed all the outgoing incumbents.

Arizona: (Sen. Jon Kyl) – Rep. Jeff Flake (R-AZ-6) is an announced Senatorial candidate. Rep. Trent Franks (R-AZ-2) is considering running, as is ex-Rep. Matt Salmon (R-AZ-1). For the Democrats, Rep. Ed Pastor (D-AZ-4) says he is looking at the race, but has taken no action to begin assembling a campaign as yet. Not much movement yet for the Dems, but they will have a credible nominee and this will likely become a competitive campaign.

Connecticut: (Sen. Joe Lieberman) – Rep. Chris Murphy (D-CT-5) is an announced candidate and former Secretary of State Susan Bysiewicz (D) will challenge him in the primary. Rep. Joe Courtney (D-CT-2), after considering the race, says he will seek re-election. Republican 2008 nominee Linda McMahon is considering running, but the Ds have the inside track in what is a reliable state for them.

Hawaii: (Sen. Daniel Akaka) – Democrats are looking at a crowded field, as this is the first open Senate seat there since 1976. Rep. Colleen Hanabusa (D-HI-1) and Rep. Mazie Hirono (D-HI-2) are potential candidates. Lt. Gov. Brian Schatz and former Honolulu mayor and defeated gubernatorial candidate Mufi Hannemann are other possibilities, as is ex-Rep. Ed Case (D-HI-2). Republicans have two potential candidates in former Gov. Linda Lingle, who is likely to run, and ex-Rep. Charles Djou (R-HI-1). Some Democrats are urging Akaka to resign before the term ends and allow Gov. Neil Abercrombie (D) to appoint a replacement, thus avoiding what could become a difficult and nasty Democratic primary late in September of 2012. Akaka, however, has given no signal that he favors such an idea. Much action will occur here in the coming months.

Nevada: (Sen. John Ensign) – Rep. Dean Heller (R-NV-2) is the key person here. It is expected that he will soon enter the race. Lt. Gov. Brian Krolicki and 2010 Senatorial nominee Sharron Angle are also making statements of interest, but both could also run for Heller’s open House seat if he does in fact vacate. The Republicans will need a clean primary to win in what is becoming a very marginal state for them. Democrats have several options. Rep. Shelley Berkley (D-NV-1) says she will decide over the summer as to what she will do. Attorney General Catherine Cortez Masto is a likely candidate. Secretary of State Ross Miller is expressing interest but says he wants to see what Berkley will do first before he makes a final decision. Should she run statewide, Miller could become a candidate for what will likely be her open safe Democratic House seat. This race will be in the toss-up category all the way to election day.

New Mexico: (Sen. Jeff Bingaman) – Former Rep. Heather Wilson (R-NM-1) is officially a Republican candidate. Lt. Gov. John Sanchez (R) is making noises that he might run, setting up the same type of toxic primary that defeated Wilson in 2006 and gave Sen. Tom Udall (D) an easy run in the general election. Rep. Steve Pearce (R-NM-2), the man who defeated Wilson for that nomination and came back to re-claim his House seat against an incumbent in 2010, hasn’t ruled out another Senatorial run, but he’s likely to seek re-election instead. Democratic state Auditor Hector Balderas is virtually certain to run. Rep. Martin Heinrich (D-NM-1) is a potential candidate. Should Wilson win the primary, this could become a competitive race.

North Dakota: (Sen. Kent Conrad) – Republicans are poised to convert this open seat, just as they did in 2010 with Sen. John Hoeven. The GOP has multiple options, including freshman at-large Rep. Rick Berg, Attorney General Wayne Stenehjem, and Public Utilities Commissioner Brian Kalk, among others. Democrats have a weak bench and are unlikely to field a top tier candidate.

Texas: (Sen. Kay Bailey Hutchison) – Texas will feature a crowded Republican primary and a sure run-off. In the race are recently resigned Dallas Mayor Tom Leppert, Railroad Commissioner Elizabeth Ames Jones, and Railroad Commissioner Michael Williams, along with former Secretary of State Roger Williams and former Texas Solicitor General Ted Cruz. Lt. Gov. David Dewhurst is expected to run but will likely announce after the legislative session concludes in June. Democrats have already coalesced around former state Comptroller John Sharp, who has lost his last two statewide races, to current Gov. Rick Perry and Dewhurst, both for Lt. Governor. Republicans have the inside track to holding the seat regardless of who eventually becomes their nominee.

Virginia: (Sen. Jim Webb) – All eyes are on former Gov. Tim Kaine, the chairman of the Democratic National Committee. Clearly a person who could become the party’s consensus candidate, Kaine has still not made any announcement and reportedly is truly undecided about running. The more time elapses, the less likely it becomes that Kaine will become a candidate. Defeated Rep. Tom Perriello (D-VA-5) is someone to whom the Democrats will likely turn without Kaine in the field. Former Rep. Rick Boucher (D-VA-9) is being mentioned as a potential contender, but he’s unlikely to run. Former Sen. and Gov. George Allen, the man Webb unseated in 2006, is back for another run and should easily capture the Republican nomination. Allen’s numbers are still relatively weak, as he ties Kaine in early polling and leads the others by only small, single-digit margins. This will be another tough Senatorial contest.

To secure a new majority in 2012, Republicans will have to convert at least two of these aforementioned seats and hold all of the ones they are risking. The GOP needs a minimum switch of four net seats to return to majority status. Democrats must defend 23 of the 33 in-cycle races.
